I guess you forgot to set up the environment (of course you need to 
adjust the paths):

export TORCS_BASE=/usr/src/torcs/torcs-1.2.4
export MAKE_DEFAULT=$TORCS_BASE/Make-default.mk

Beware, the robot generated by robotgen will need a few adjustments, 
because the script is not up to date (I did not check it for a long 
time, I guess some char* must be now const char* but the compiler will 
tell you).
