I just guess that libm is missing, i have it here on OpenSuSE (and in lib):
/lib64/libm-2.14.1.so
/lib64/libm.so.6 (symlink)

Do you have those as well (may be on a different place in your system, 
if you cannot find them, install it.

So I guess you are using 1.2.4 directly for the debian repository or did 
you download the sources from torcs.sf.net? What about installing TORCS 
first from the repository (then all dependencies are installed), then 
uninstall the precompiled TORCS with keeping the dependencies?
