I follow your advice and sure enough when doing "ldd torcs-bin" it couldn't 
find the libraries in /usr/local/lib/torcs/lib like libtgf.so and so on.
I added the path to LD_LIBRARY_PATH and running the same command I get this 
output that it can find all of them
