This equation is ok for steam locomotives, but for electric/diesel locomotives 
the equation should be:

Train runing cost = MC + (LC * NL) + (WC * NW) + (AR * TS)^2

And I don't known if aerodynamic resistence is (AR * TS)^2 or AR * (TS^2), but 
I think that (AR * TS)^2 is wrong.
