I have the same problem on my machine, a P4 2.4 GHz, running w2k. It 
seems something is messing up the framerate. At some point the game 
almost freezes for a couple of frames, then it runs faster to catch up 
with the time lost due to the slowdown. As such, the average game speed 
is ok, but it just does not run smoothly as soon as I have about four 
train windows open.

This slowdown seems to depend on the length of the trains that are 
displayed in the vehicle window - perhaps it has something to do with 
the number of sprites that have to be displayed. But that is just a 
guess, I really don't know what might be causing this behaviour.
