I think the recommended section order has been tweaked in various versions of rfc2223bis. It is something I normally check when reviewing a document. I do recall corresponding with the authors of rfc2223bis regarding omissions / ambiguities in the section ordering, so it wouldn't surprise me if RFC 3728 is aligned with a possible interpretation of some earlier version of rfc2223bis. There are certainly more important things to worry about, but there's no point in variance from rfc2223bis without a good reason. Randy
