The comments in the MIB for this table are :

The manager MAY create an 'optional' row in this table using the
xdsl2aLConfProfModeSpecRowStatus attribute if the parent row
exists.

The comment states that it is not neccessary to to implement a
row in this table for every possible value of xdsl2LConfProfXdslMode.

For example, if your implementation cannot support the values 
ansit1413(2) and etsi(3) the agent could reject an attempt to
create those rows.

Do you think the description is not clear ?
