 I'd agree, but section 3 ("Format of Presence Entries") says:
  "Each administrative domain is responsible for maintaining a 'presence
entry' for each of its endpoints (regardless whether those endpoints are
currently attached to the relaying mesh."

So, if someone subscribes to receive the presence information for an
endpoint without a presence entry, what should be the result?  Section
4.2 has no provision for what to do about endpoints without presence
entries.
