Duplicate TransID

Hi All,

Section 4.3 'The Watch Operation' and 4.4 'The Publish
Operation'

An endpoint (say fred@domian') sends 2 request with
same transId for Watch and Publish information. 

This endpoint is having rights for 'publish' operation
but not for the 'watch' operation. Accordingly, the
watch request will not be honoured and Presence
Service will send a reply element with '537' code,
whereas for Publish information reply element will
contain code '250'. The both request will contain same
transID.

Hence, endpoint cannot distinguish between the 2
response from the Presence service.

Isn't its the duty of Presence service to check the
transID in use here also as it does in 'watch' and
'subscribe' operation?
