For example, the appendices in

One issue with those is that they're still (!) draft documents.
They're probably appropriate for implementor's guidelines at this
time, but such draft references shouldn't be in a standard.

That does bring out the point, however, that maybe those groups
don't belong in the Oakley documents at all.  They don't relate
purely to IPSEC.
