perhaps now, but not for long.  URNs, for instance, don't have hostnames.
and there are good reasons why a document provider might want
to resolve a URN directly into a document, rather than first providing
a URL.

applications based on top of HTTP, which use SRV records
in DNS to indicate service locations on several different hosts, 
should authenticate the service, not the host.
