Given that anything implementing STARTTLS is "new", why support SSL2.0
at all?

Is there a real need to negotiate the difference between SSL3.0 and TLS?

It's kinda annoying the SSL folks apparently didn't figure out how to
negotiate protocol extension stuff within the SSL/TLS protocol itself.
