TLS API discussion

I think we need to talk about TLS "API" descriptions somewhere.  I offered
the idea of a "service definition" document in Memphis, this was based on
feedback from the floor at the San Jose meeting.  I think this is an
appropriate place to talk about this but I wonder what the list manager
thinks?  I do *not* think the alleged IETF congenital allergy to "API
Specifications" is a reason to not talk about the subject.
