One thing we could do is to set whatever script it is to generate 
multiple reports per spam incident.

One report to the owner of the IP the spam originated from
One report to the abuse desk of the freemail whose dropbox got abused
[etc]

This may not give abuse desk admins the whole picture but we need to see 
whether they really need that picture, that is, they need to wade 
through all the boilerplate targeted at other abuse desks, in order to 
terminate.
