So if a network doesn't define certain behaviors as abuse, then their 
users can do those behaviors to others?  Before I can report someone for 
abuse I have to go to that network and try to find their TOS and 
determine if the behavior is permitted or forbidden on that network?  
Making the reporting process far more complex serves what purpose?
