Well, you basically send over the complaint anyway and then let the receiving
ISP determine that it is not against their ToS. That's the first time.

Next time you report something there it is quite likely to be the same guy
you complained about first .. so you might be much better off adjusting your
filters rather than sending over complaints.

For example, there's the case of usenet "performance artists" on altopia /
alt.net. Reporting meowers / flonkers etc there isn't going to be of any use
- but setting your newsreader to killfile stuff  posted from alt.net is a
definite option...
