One of my contacts drew my attention to this for comment ..

Know these people?  And do they really have support from the ISPs 
mentioned, or is it "we will approach them for support, but they havent 
yet heard of this, or heard of us, and their participation is voluntary 
so they may not participate at all" as I suspect it is?

http://www.roamsecure.net .. evidently they've dreamed up a way to 
extend the emergency alert system (alerts to your email / pager / PDA / 
blackberry etc) they use for public utilities / law enforcement etc for 
use by ISP abuse desks.
