Regarding this draft - Somewhere in there I would make a strong
recomendation that a blacklist be hosted within a domain specifically
registered for the purpose.

This is the safest way to provide for a graceful shutdown, and it insures
that there won't be a mess to clean up after a shutdown - a large DNSBL that
goes out of operation will continue to recieve high volumes of DNS queries
for a considerable amount of time, which means a signifigant ongoing cost,
even after shutting down.
