IMHO, It's important to consider that both workgroup servers and clients will need to consume this header data. We have customers who have implemented gateway antispam filtering which tags the messages. These messages are passed along (or a subset based on spam confidence levels and the gateway policy) and handled by custom rules at the exchange server level.
