Disagree- this would disallow several classes of filter software
already in use.  MTAs already make filtering decisions which act to
reject/discard/quarantine a message.  LDAs (such as procmail) combine
filtering with actions.  Some MUAs have built-in filters that make
decisions about messages being fetched from a remote store.
