I still see this group in a requirements gathering phase.  The goal of
the Summary of Issues was to spark conversation to see if we could shake
out the requirements.

It seems that a recent suggestion was to add a requirements regarding a
simple, single header which could be universally recognized.  Lets add
it to the issues doc and dig further.
