which would mean Tagged: would be open to rewriting by the
last tagger in the path to you, and it would be reasonable
to expect a single Tagged: header. No rewriting current MUAs
that can look at arbitrary named headers wil be required.

That works for me, for debugging and the curious taggers can
be rewritten in vendor-specific ways, the standard can suggest
a format, such as X-Vendor-Old-Tagged: when you clobber a
preexisting tagged: header.
