Hello,

Me too, I fall on the first category. I'm the author of a 
spam/executables filter for sendmail (j-chkmail).

It's not a really open package, as long as I distribute it only to 
registered users and for non commercial purposes. My priority is the 
french education/research community (I work on a public engineering 
school), although there are some other people using it.
