Oops, I'm stupid. I originally thought you meant header ordering.
Considering that everything is key-value, I don't think we should mandate a 
specific order. If we were going to fix the ordering, we might as well make 
those fields fixed format rather than named. On the other hand, for 
efficiency of processing, we could recommend that the required fields come 
before the optional ones.
