I've started a draft, which can be found at 
<http://millenix.zemos.net/asrg-filtering/>. If you have suggested changes, 
please send them to me as diffs against the .xml file. If possible, please 
make sure they work properly with xml2rfc before sending them to me.
Also, if there are any Subversion users here, its repository is 
<http://millenix.zemos.net/repos/filtering/>. Currently, access to that is 
read only, although I may open it up to contributors here.
