This isn't an easy task...

Nowadays, most MTA mail filters (milters, postfix filters and so) works 
at the MTA level and use information from the "RCPT" SMTP command. They 
don't know if the recipient address is a final address or an address 
which will be rewritten, such as an alias, an address with a forward, a 
list address, etc.

It's a good idea to have users preferences available to filters when 
they're doing their job, but users preferences is probably easier 
handled by the MDA (mail delivery agent), not by the MTA. Otherwise, 
filters will need to redo all rewritting work already done by the MTA, 
or be more integrated on MTA work flow.

All this means, having user preferences available to filters at MTA 
level shall modify a little the architecture of current MTAs.
