Can Spam Bill

Hi,

German computer magazine c't just reported that US government
decided a new federal law against spam yesterday, the so called
"Can Spam Bill".

It outlaws forging of sender addresses. 

Does anybody know where to get the full text of that act? 
How do they define forging of addresses?

Should we take such laws into the reference list of our
proposal?
