No. Having a 

somehost  A 1.2.3.4

does not mean, that somehost is allowed to be 1.2.3.4, but in this
context it confirms that 1.2.3.4 is permitted to claim to be 
somehost.somedomain....  Why else would anybody have such an entry?

Should we really try to restrict who is allowed to send e-mail at all?
