I've done some work on creating an outline of such a document, and should do more. The methodso far appears to be editing individual documents, in the hope that they will one day be similar. I don't think that this method will work. I believe that we need a clear statement of the problem we're trying to solve. I believe we need a clear statement of the scope of the solution. We need a clear statement of the side-effects, impact, and cost of a solution. Once we have that, we will have an obvious outline for a combined document.
