For example, CAUCE's definition is UCE not UBE. Trying to define spam, 
takes us down a very slippery slope where major anti-spam organizations 
can be more rabid against each other, than spammers and anti-spammers. 
That is why the ASRG charter, and most of the working documents 
(technical considerations, requirements, etc.) stay away from defining it.

But, I would like to point out, that all of the LMAP proposals do not 
need a defition of spam, since all they do is connect domain names and 
MTAs. Therefore, LMAP proposals are better off in this aspect since it 
is upto to the receiver to define spam in his own way, LMAP just 
provides the tools for enforcement.
