That is correct, within the consent framework for example this is just 
one tool. Many people have expressed an opinion that only a combination 
of tools can reduce spam, not just one tool.

As Alan said, we should stay away from WHOIS issues here (also many 
would like to close off WHOIS data from public view due to privacy issues).
