Broadly speaking, I see today's situation as a heuristics game where
success is measured in percentages.

I see all our efforts as trying to move the situation to a conformance
game where either you are conformant or you are not; and once you are
conformant we have better tools to track your reputation.

Good guys will want to be conformant, bad guys will not.  Guys in
between can be managed with better tools.

We're first moving from shades of gray to black and white, and then we
start colouring in the whites.

Let's first put locks on the doors.  Then we can worry about who gets
the keys.
