Russ Nelson has been experimenting with a web of trust.

See http://web-o-trust.org/

It doesn't work very well. Once you get past one level of
friend-of-friend, the quality of the data plummets because different
people have such different ideas about what a good mail sender is,
ranging from "never sends anything even vaguely spam-like", to "gushes
spam but there's a little real mail mixed in so I don't completely
block it."

A scoring system like PGP uses might work better, but I'm sceptical
that one could get a set of weightings consistent enough to be useful
on a large scale.
