The MIB could be accessed by other protocols but I assumed SNMPv3 would be 
used.

There are actually three things here.  The idea of standardized counters, 
standardization in the form of an SNMP MIB, and access to the MIB through 
SNMPvX.  It sounds like we agree at least on the first two things.
