  Reputations can be boot-strapped by existing webs of trust.

  example.net is newly registered, and has no reputation.  But
example.com claims that example.net is under the same administrative
domain.  So example.net can most likely inherit much of the reputation
from example.com.

  For brand-new people on the net, you either pay your dues by slowly
gaining reputation, or you pay others to give you reputation (and
probably enforce some behavior on you.)
