That's something we should make pretty clear, for the sake of the
Internet revolution, digital era, and all that sort:  If we need to
call the cops to deal with plain spam, we can give up that quest
altogether.

We MUST be able to achieve the total elimination of spam (1) using
only our puters and remote cooperation.  For the time being, we have
some difficulties just defining the term, but there's plenty of time
to improve :-)
