In that case, some ISPs will have a large collection of such addresses, that someone with malicious intention would like to obtain. But again, I might not have understood the proposal very well. Given my scepticism about the need for such a solution in the first place, I'd be hesitant to ask you to write down the details. But if you're really keen, I guess that would help the discussion.
