    Which payload type (a number 0-127) that correspond to a specific payload format
    (such as TSVCIS) is a dynamically agreed on per RTP session and often RTP
    receiver using out-of-band mechanisms, such as SDP Offer/Answer (RFC3261) in
    SIP.
