[ippm] Joint BMWG/IPPM chartering - proposal update

Dear BMWG and IPPM,

Based on the https://mailarchive.ietf.org/arch/msg/ippm/7YNIQ6SgaiYznXwWh4nF0MY7KWo/ email thread we collected and documented the proposed changes in https://github.com/ietf-ippm/wg-charter/issues?q=is%3Aissue%20state%3Aclosed and updated the charter proposal as following: https://github.com/ietf-ippm/wg-charter/commit/1140d3bb779a60b859fb01f24492c764b03523e4

We would appreciate if you could review the changes and comment on this thread. Please also comment on anything else. In particular wherever you as IPPM or BMWG author feel that some of your document aspects are not been covered, or covered correctly in the new proposed joint charter.
