In WGs its typically the job of the editor to post a summary of the changes between versions of a draft; not the job of each individual reader in the group to go and try and figure it out. As my diff showed, I see why you were reluctant to post them. They are >500K in size (after I removed many of the header/footer/TOC reports even!)! Now to be fair about it, several of the changes appear to just be simple whitespace changes (or the TOC/header/footer changes) but still a diff is not that useful if every reader has to start from scratch or separate whitespace changes from real changes. Why there appear to be so many simple whitespace changs (for the worse mind you) I dont know but I suspect the XML converter. Given its history of not accuratly converting content to HTML/TEXT you can understand why I dont have a warm fuzzy feeling about accuratly finding the changs you've made to CAP-12. In any case, instead of making everyone in the list wade thru all the diffs to find changes I think it would be more constructive if you could post a summary of the changes. You've done this before on other drafts (or was it earlier CAP ones, I dont recall) so you know whats involved. Plus you are the only one who knows what actual changs got made vs diff blithly reports as a change but isnt really content related.
