-09 is a very tiny update. It updates the DUID-EN example to not use 
Cisco's enterprise number and uses reserved value, as mandated by RFC5612.

There aren't any outstanding changes at this time, although
we suspect there will be some once we get closer to the IESG
telechat (planned for May 8th) or get feedback from one of the remaining
directorates.
