+1 to all your points.

Plus a visible Microsoft DNS support out of the box would also 
encourage Windows tools developers to support it.

Where is Microsoft in these IETF DNS forums? Does anyone have a direct 
contact with the current MS DNS Product Manager?

An awful lot of guessing going on when this can be resolved in no 
time.  Its not just about SPF type99 support, but also RFC3597 and 
future support for new RR type proposals.
