The position of "we're waiting for the IETF" can only be interpreted one way - if the IETF mandates the SPF record lookup then those manufacturers will implement that. As you and others have pointed out it is most likely a trivial code change given almost all of the logic is there. They just need a reason to do it and an IETF mandate is as good a reason as there is. To me this debacle is a failure of will. The will to define and stick to an architecture. A dose of MUST every now and then in cases like this would strengthen the IETF not weaken it.
