The only real choice I see is the relaying a time period, but that seems silly. Either party might change it mind depending on work and load, so I think it should just be a binary on/off. However, I think we should allow the option to be queried/advertised over UDP. It would actually allow the client to know about the TCP capability without actually wasting a TCP session.
