I very strongly agree with this, and I like the overall approach this
document takes.  

The problem with the STD13 specification is that neither side of the
connection has any guidance as to how the other side will behave.  The
most prudent thing to do in that case is to use a connection one time
and then tear down as soon as possible, even though that's not by any
means the best thing for either side.

This option gives a way for both sides to co-ordinate their behaviour;
it's a good example of the sort of interoperability enhancement that
we should like to see.  It provides an incentive to keep connections
up.  Clever implementations could even use different timeouts for
different connections, based in part on things like recent rate of
queries, the reputation of the connecting IP, and so on.

I thank Paul and Joe for writing this up.  I think it's something we need.
