It shouldn't have to - every DNS server should already support persistent TCP.  Mostly, all that 5966 did was clarify the requirements to support TCP *at all* and drop the minimum idle time.

The use of an individual TCP session per query is client habit, and in no way mandated by anything in the earlier DNS documents.
