This can't be reasonably addressed by references in the proposed RFC along the lines of "The DNS standard has always been to support multiple requests over TCP (ref: 1035 and 5966), therefore a client that does not receive the keepalive option from the server SHOULD assume that multiple requests are supported until demonstrated otherwise."
