All RRs in a section are unordered.  You cannot even expect that two
RRs belonging to the same RRset are necessarily adjacent (though
admittedly normally a server programmer would have to go out of his
way to make that happen).

In practice generally records of an RRSet are grouped and RRSIGs
follow the type that they cover, but whether they immediately follow
their corresponding RRset or all come at the end varies by server
software.
