Note that the base implementation (go get the root data and serve the
results) already implemented in most major resolver software.  Right now
those implementations don't follow RFC8806 though, although I believe
they do meet the proposed rewrite of the base localroot specification
which defines the expected behaviour rather than an exact set of
implementation choices.
