There is operations and there is architecture and design. I don't think that
either the root server operators. nor the RSSAC should have the exclusive right to
comment on any matter concerning the root of the DNS, either in the architecture
of the DNS or aspects of its operation. Indeed, RSSAC makes public
pronouncements "ex-cathedra" and do not, in general, reflect any effort
to gather some broader consensus across a diverse community of folk with
expertise and interest.

If we are trading opinions, I would find it wrong (and broken) that the DNSOP Working
Group could only take on topics concerning the design and operation of the
root server system that have the "cooperation" of the Root Server Operators.

The Root Server Operators are only too willing to cite RFCs among their guiding
documents, and it would be disturbingly circular if the IETF could only embark
on consideration of an RFC in this area with the acquiescence of the Root Server
Operators and/or RSSAC.
